GS1 DataBar Omnidirectional for narrow shelf-label stock

Retail label stock too narrow for the default single-row omnidirectional layout uses this generator with the 2-row stacked layout applied.

This experience uses the same GS1 DataBar Omnidirectional capability as the primary generator, with the 2-row stacked layout applied ("format": "stacked") instead of the primary's single-row omnidirectional default.
